Vtg Antique Edwardian Heavy Corded Scrolling Lace Trim Belting?

Description

Double rows of scrolling corded trim. Color is coal black.
This came from a dressmakers stash. Maybe was going to be a belt?
Has shiny silky threads over a number of flat black threads to make the cord. Cotton threads covered with rayon threads.
Measures about 1 yard and 4 inches long.
